Embodied carbon is increasingly discussed among policymakers. Successful implementation of embodied carbon policy will depend on a robust network of LCA technical resources.

The Athena Institute advocates for investment in LCA infrastructure. This paper is one of the first documents to discuss different policy options and to explain the technical pieces required to support the effective use of life cycle assessment (LCA) and embodied carbon in green building programs and policy, and to support good practice in whole-building LCA in general.
